can you use it on your water faucet now?

I'm sure you could - but I'm not sure why you would want to use it on a faucet. This is more made for use when potable water is not already accessible.

Can this device reduce pool water to under 4ppm of chlorine, making my pool a reliable source of emergency water?

Pool water is an outstanding source of potable water. The water must be distilled prior to drinking it. (The best distillation units are dirt cheap or you can study the online diagrams, following a search engine query, & do it yourself).

Would it be redundant to run water through the filter twice?

Yes. Totally not necessary.

LifeStraw filters (LifeStraw, LifeStraw Go) use hollow fiber membrane micro filtration with a 0.2 micron pore size. LifeStraw purifiers (LifeStraw Family and LifeStraw Mission) use hollow fiber membrane ultra filtration with a 0.02 micron pore size. This means that dirty water goes into the LifeStraw, microorganisms are physically removed and safe drinking water comes out. Imagine really small tubes with even smaller pores that trap contaminants, but allow water to flow through. All LifeStraw products do not use chemicals, do not require pumping and do not require any energy input (like batteries).
